On a live run of googleapis/release-please-action@v4 (throwaway repo), the release-pr step failed with Error updating ref heads/release-please--branches--... right after a workflow file was added to the base branch: rebuilding the release branch on the new base changes workflow files on that branch, and Diffinery refuses that for a job's GITHUB_TOKEN (src/repo/token-policy.ts). The next run, once the branch already carried the new workflow file, updated the release PR fine. This adds a troubleshooting row with the cause and the ways past it (merge or close and delete the branch, or a token of its own). Whether to relax the guard for this case is left to a person: it's a security guard.
