Secret names starting with GITHUB_ are reserved (as on GitHub), so the github-mirror environment can't hold GITHUB_MIRROR_TOKEN. The Mirror to GitHub workflow and scripts/mirror-to-github.sh now read MIRROR_TOKEN, the name the environment secret was saved under. Rename only, no other change.

This changes a workflow file, so it needs a person's merge.
